The time was measured in the same wi-fi network, I assume. Then there is more than a mere performance issue, something is seriously broken. I notice that currently you are indeed having another issue: "Error al ingresar a página principal Moodle 3.11"

Are you sure that the two issues are not related. If even that is not
the case, you have to repair your site first to follow the performance
recommendations I mentioned earlier.

Where do you host your Moodle? Could you provide us with as much technical information as you can? Server OS, web server, database server, PHP with their versions. VPS, dedicated server, "cloud", shared hosting. Their specifications like #CPU, RAM, .. What does Site administration > Sever > Environment show?
If your issue is really specific to the mobile interface, I know next to nothing about it. I am just opening the dialog so that specialists here could take over. As of now very little background information came from you.
