Linking URL to an image

Hello

I am using Moodle 4.0.x (the latest one) and the Trema/Adaptable themes. I go into the Atto editor on a page (or anywhere) and I import an image. I select the image then go to the link icon. A box opens that contains both a URL box and a text box. I enter a URL, both boxes get filled in with the URL  and the entire image is replaced by a text link. I seem unable to connect the link to the image unless I do it manually. I have tried this on two different moodle installations. Am I missing something? I am a bit rusty with moodle but... Any help would be appreciated.
