I have tried an incognito window - no luck, same problem.
I completely blew away my Firefox profile. After uninstalling Firefox, I searched my computer and deleted any file or folder that had Mozilla or Firefox in the name. I have the same problem in Chrome (where I do have a profile), but also in Edge, which I avoid as much as possible and have never created a profile in that browser.
I had cleared my browser's cache, but not Moodle's cache. I cleared both caches, closed Firefox, logged back into Moodle, but I'm still experiencing the same problem.
