Using SCORM: giving free navigation (or review mode) to the non-editing teacher

( Sorry if the sorry was already addressed, but I don't see any message in the forum about my point)

Hello everybody,

We have a course with SCORM modules built by an external company with Articulate.

Students have to follow the compulsory sequence of screens.

Only when they completed the module, if they come back, they will be in 'Review mode' and will be able to open any step in the sequence by clicking on the corresponding item in the menu.

We would like to have the same free navigation for the non-editing teacher without forcing them to first complete the module. They should be able to go directly to, say, step 14 of the module if a learner tells there is something unclear in that step.

I don't see any SCORM setting to get that.

Is there a moodle permission to change? or some other trick?
