When I go to Site Administration>Plugins, it only show 1 plugin and does not give the option to see all plugins.
I turned on debugging and it doesn't give me any clues.
Moodle version is 3.11.6
Nvm, figured it out. Turns out the admin user(s) that I was using were not Site Administrator(s) i.e. the role that isn't a role but a config and can be found in config table in the moodle database.
