Is there a size restriction on file uploads to your course or Moodle instance? And are the PDF books too large to upload? If access to a file on a computer file system is removed, nobody can access it anymore. The best way would then be to discuss this with your Moodle admin, to see of the books can be made available through an online repository, like Google Drive or OneDrive (integrated).
