I am also planning to install a new Moodle instance in a CPanel powered VPS and was wondering if there is any suggestion that you could give me for tuning the PHP or MySQL configuration taking in count that it will have 16GB of RAM available

Don't use any "auto installer," like Softac.

Follow the Moodle documentation about installing Moodle, too.

(I run my Moodle on a VPS, and I use cPanel to help me configure things. My current VPS has SSD drives, and I was surprised that all the tweaking that I used to do to the database was not producing any significant changes. Yep, still surprised.)
