Sorry to hear that! Have you talked to them and tried to find out why they think it’s ok to do it?
Here’s a number of technical things that you can do:
1) Restrict concurrent logins to 1 system wide.
2) Introduce 2-factor authentication, e.g. using https://moodle.org/plugins/tool_mfa and Google Authenticator
3) limit how many times a user can access an activity: https://moodle.org/plugins/availability_maxviews
4) use restrictions to hide the section once the learner has completed the first activity in the following section
