I want a student to be able to submit a paper online (.doc file). Then I want to be able to write feedback on his .doc file and upload it on moodle so that only the student can see his corrected file.
How can this be done? As of now I have just been emailing the students their corrections.

I think the workshop module might make this possible, but I am not absolutely sure. (But the workshop mod has many, many options, so it really might be the solution.)
If not, you might want to consider having your students do an online assignment, though. That would get the job done.

Have a search for the "Upload and Review" assignment plugin developed by Michael Penney and his team at Humboldt State, which does exactly what you are looking for.
