Reengagement email sending issue Moodle 3.11.3

Hi, 

I'm using Moodle 3.11.3+ (Build: 20211006) with the re-engagement plugin on MOODLE_31_STABLE but it doesn't seem to be sending out any emails. I can confirm that the Moodle is sending out emails normally.

This is the configuration I've used to test the email sending.

Additionally, when viewing the engagement, the completion time for all the participants is 1/01/70 1:00.

See the attached file for the debug text that appears after turning debugging on.
