Help!
How do I go about letting only Admins and Course Creators to start discussion thread at the Site News forum?
Students can only reply to discussion.
Currently, only Admins can add a new topic in site news

Hi Jayson,
If you want students to be able to reply to discussions in a forum on the site homepage then, rather than editing the site news, it would be easiest just to create a standard forum with no discussions but replies are allowed.
Please check Moodle Docs Site settings for a way of giving course creators the right to start discussions.
