Our solution for course templates would work for your scenario.
Kickstart (https://moodle.org/plugins/format_kickstart) is a course format which presents the templates available *after* the course has been created.
That means that any course creator can simply create a new course (based on where you assigned the role either in specific categories or everywhere) as usual. Kickstart will “kick in” once the course creator reaches the course main page.
Instead of the usual empty skeleton of topics, the course creator sees the course templates and can choose one. For each template, you can add a title, description, tags and preview url.
