Hi

It there any way to customize Submission statement by teachers?
I know that admin can define and customize it. But some times teachers need to define their own statement with specific concerns.

is it possible this issue added as an option or capability in new version of moodle?

I don't think a teacher has the option to customise the assignment submission statement. However you could use a "workaround" by for example making your submission statement a Choice activity, with a single choice which they must agree to, and then the assignment is revealed once they have made the Choice (through Restrict access
