Forced change of password for all local accounts after upgrading from 3.5.10 to 3.9.9

Hi!

Me and my institution has a few instances of moodle running and we recently upgraded from version 3.5.10 to version 3.9.9 by doing the GIT method of rebasing. We use shibboleth as our method of authentication and that, along with (almost) everything else, worked smoothly. We also have some local accounts like admin and some students without social security numbers, and we have enabled access to a page where you can login with such accounts. So now to the issue:

This alternative way of logging in worked on all but one of the moodle instances. We couldn't figure it out until we realized we had to change the password, even for the admin account. What could be the reason for this, on only one of our instances? The reason for asking is because it is nice to know what's going on, and it all seems a bit suspicious.

Some versions:

Ubuntu 18.04.05

Apache2 version 2.4.29

MySQL server 5.7.35-0ubuntu+.18.04.1
