Has anybody found a way to restrict access to LTI tools?

We have added some tools that have limited licenses and we don't want everybody to be able to use them. Only in the courses belonging to the users that have requested them (probably within Course Categories). 

I am aware that we can - via the 'External tool' activity - allow use of preconfigured tools only if you know the URL but that, effectively, allows users to add any tool they like. Which is a very bad thing from a data protection point of view.

Take a look at MDL-69489. I think this deals with what you're talking about (or at least part of it).

Did you find a solution for this? I am a publisher and I am trying to grant access to my course/textbooks materials in moodle as an external tool (publishing the course as LTI) , but I only want to give access to such material to those students who can validate that they purchased the material (for example via a unique code printed in the textbooks or any other validation method would work, but the goal is to not give free access to people enrolled in the original course, but rather to validate from my end that they made a purchase)... any ideas or any luck so far?
