- Check the internet connection. (it sounds stupid, but most cases this can cause the bad experience)
- Change your theme to "Boost" and test the speed.
- Check your server specs and make sure it can accommodate your site.
- Optimise the images and files on the site to manageable size instead of uploading massive resolution images and big files.

- What version is the Moodle site
- What theme is being used and what was done to it.
