Could you convert the flash to mP4? You could put videos in Lesson (of course, you can't track completion) and require they answer questions to demonstrate completion... Or you could put the videos in h5P as interactive video, which requires actions to finish (though, reporting is sketchy) and embed that in lesson. I suppose that is effectively the same as doing SCORM but SCORM is pretty finicky.
