If I purchase the Moodle Premium membership, am I able to customise the apps splash screen and login background image?

The splash screen can only be customized with the Branded Moodle App plan.
And when you say "login background image", do you mean the logo in the login screen? There is no background image on the login page that I know of. If you were referring to the logo, yes you can customize that with the Premium plan.
