By
default, the roles: guest, student, and non-editing-teacher have no
access to the "local execution servers" (jail servers) option. I guess
you have access and you must see an "action menu" as the screenshot
below. Anyway, if your Moodle is using HTTPS the jail server must also use HTTPS.
