If I log in as a user and try to change my personal information, I click on "Update personal information" and I get the 403 error. Only the administrator can modify the fields. Can someone help me with the issue?

I was getting unexpected 403 Forbidden pages on a site recently which I resolved by switching off ModSecurity. Generally turning off security features is a bad idea but the only only control I had (on a managed hosting service) was to turn it on or off.
