Moodle cloud does not allow any plugins to be installed.

The MoodleCloud pre-installed plugin list is here:https://moodle.org/plugins/browse.php?list=set&id=80 (and unfortunately that particular plugin is not included).
If you needed that particular plugin you would need either a self-hosted Moodle Installation or a Moodle Partner site.
