The behaviour you describe for the Course Overview block is new to me: AFAIK, this block only displays those courses a user has enrolled in. You may have set up the site home page (https://moodle.yoururl.xyz/?redirect=0) to use the List all courses component instead.
Users can find courses in the following ways:
through the course search component on Site home
through the Courses and Categories components on Site home (may be lots of clicking)
through global search (top bar or block), requires setting up and indexing
through the direct URL to the course
Self enrolment is only open if enabled.
