Can I get the files fro legacy moodle versions (3.92) anywhere?
Or can I anywhere download the moodle39.zip file?

The easiest way to get older versions is using Git. To get Moodle 3.9.2 I would do:
$ git clone --branch v3.9.2 git://git.moodle.org/moodle.git
It looks like you can get the zip file too: https://download.moodle.org/download.php/stable39/moodle-3.9.2.zip
