If I understand the scenario you describe, you may want to look at setting up a metacourse where you would display and access your external documents which are required (common) to different (child) courses. I currently use a metacourse in my context to allow students in several child courses to work collaboratively on training related projects and activities. I also use the metacourse as a help desk and student café for site wide discussions and support. Certainly, badges can be issued in this scenario to motivate students to complete activities.
