Students take attendance for their group members?

I have a faculty member who would like her students to mark the attendance for their other group members. I was going to counsel her to give students the Permissions to Take Attendances and Change Attendances. However, it appears that Teachers cannot change these permissions at all. Is there any way I can change the default permissions on the activity to give Teachers this ability to change permissions on this activity?

We are using Moodle 3.8.3

Rather than giving teachers permissions to change permissions (which applies to the site level) perhaps you should create a sub-student role which allows for attendance and allow teachers to assign that role to specific students. Then it could apply for any teacher who wants to use it.
