The manual enrolment method does not and never has has a setting for sending notification emails to newly enroled users.
You can't find this setting because it doesn't exist. The screenshot in the forum discussion you linked to shows a hack to core code that takes some notification code from the Self-enrollment plugin and adds it to the Manual enrollment method. That's what the discussion there is about. It is not standard Moodle.
This feature has been requested for a long time (https://tracker.moodle.org/browse/MDL-4188) but it is not being worked on currently, it seems. You can take a look at the various possible plugins to do notifications here: https://moodle.org/plugins/?q=notification but the only one that seems to do exactly that (Enrol Notification) looks like it has not been updated in three years now.
