Is it possible to create a forum that would take over the default News Forum functions? I need that to continue the same course in the summer semester and do not want new students to have access to the winter semester News Forum, the posts of which I'd gladly archive.

A simple solution would be to add a hidden forum as an archive for winter semester news and move all the discussions into it.
An alternative solution, if you have phpMyAdmin, would be to create a new forum for summer semester news, hide the winter semester news forum, then edit the forum types in the database table mdl_forum.
Further solutions are possible using backup and restore.
