Is there a formal moodle learning program leading to a certificate of any sort that could be earned for moodle?

The only formal program with a certificate is the Moodle Educator Certification which is for experienced Moodle using teachers. Our certified Moodle Partners offer training from beginner to advanced, no doubt with their own badges and certificates - you could search for a local partner here: Find a Partner.
Also our site learn.moodle.org has several self paced basic courses which are all free to take.
