Assignment feedback not visible to students (Moodle 3.9)

Hi all,

We're having a weird one (and only one) on one of our Moodle 3.9 Assignments in that the students aren't receiving the teacher's feedback.  I've attached two screenshots showing 1 the teacher marking screen and 2 the student's view without feedback.  I've also attached a pdf with the assignment settings.  Has anyone else run into this or have a solution.  Our Moodle codebase is up to date as of Nov. 1.

Some more info, it also doesn't appear in the gradebook in the student view. It is not hidden, the topic is not hidden and there are no restrictions. It is impacting a number of assignments for this teacher now.
