As the title indicates, I would like to develop the option to access another window by creating a link which would be present next to every file resource automatically. How should it be developed or where could I start. Thanks

I'm not sure what you mean by file resource - do you mean in a course, or inside a form? This would affect what you can do for a solution.
The easiest way to create a link to another page and have it always show up is just to add an HTML block and put a link or button in there. Or if it's a form, you could add a custom field.
