Yes, I notice the same problem on my Moodle.

1) I do a "select all users" and the "With selected users" combo box is disabled. If I uncheck one user, the combo box becomes enabled. Then I re-check that one user who I unchecked, and the combo box remains enabled.

2) If I first "Show all" users, the "Select all users" button does not even appear, and "with selected users" does show, but is disabled. However, when I "show all" users, there is a checkbox at the top that allows me to select all, and then the combo box does appear!

It appears to me that there might be some inconsistent behavior with the "Select all xx Users" button.

I tried Safari and Chrome, same problem.
