Dug around, didn't find anything. Logically speaking, it probably should not be possible for users to manipulate course formats via URL.
One example would be overriding a weekly format to grab all the content and activities in advance of the schedule.
Also, course formats affect the course development choices to some extent, so course developers may have issues with people just changing the format.

Perhaps we can come at this another way... in what way does the topic format aid accessibility, and what is the default format?
