Hi Tim,
as Dominique, I don't think this feature is a bad idea. We had a GDPR check in our company before installing Moodle and this feature was never requested, though.

Sometimes, I give one same account to a number of learners. They find the quizzes already done by others (who have the same “anonymous” account. I would love to have such feature - so that every attempt is a new attempt!
