Workshop Activity Completion on Assessment Disabled

In the Workshop activity, even though I have set a "Grade for assessment" and an "Assessment grade to pass," Moodle will not allow me to require an assessment grade for Activity Completion. 

I receive the error: "Require grade can't be enabled for Assessment because grading by Assessment is not enabled." 

How can I enable "grading by Assessment"?

I am also having difficulty with this, did you ever figure out how to get this to work?
