I'm aware of the Autosave feature of quizzes, but the documentation only discusses when the user loses internet connection and not when the site goes down or becomes inaccessible.

Depends on how it comes back. If you had to restore a backup, the the site will reflect the state of the site at backup.

Seriously, what do you expect from a broken site?

It depends what you mean by 'goes down or becomes inaccessible'. If for example you were to 'pull the plug' on the server, and it came back up without damage would be exactly the same as if the student lost their internet connection.
