Can a forum topic be pinned? Can individual posts be deleted?

Can there be a forum post that is always the top post? For example: maybe something that describes the rules of what is an acceptable post?

Also, can a teacher, or administrator, delete individual posts, if those posts are inappropriate?

Can inappropriate posts be reported?

A forum post can be pinned yes and teachers and admins can delete individual posts. There is no standard way of reporting inappropriate posts in forums.
Click the three dots next to a forum post and choose Pin to pin it
