We are running Moodle 3.7.3
If an activity or resource is deleted in a course, it can then be found in the recycle bin and restored.
If, however, a topic is deleted from the course, nothing appears in the recycle bin. I would expect the activities and resources from the deleted topic to appear in the recycle bin. Is that not how it works?

A quick test shows that it does work as you suggest:
1. I delete the topic containing a quiz:
2. I go to the course recycle bin:
3. The recycle bin contains the activity from the deleted topic:
I have Moodle 3.7.6.
For this to work the site cron must be running and I had to refresh the course page for the recycle bin to appear in the menu. The recycle bin has to be enabled of course.
If it's still not working can you tell us what type of activity or resources were in the deleted topic? Maybe there are plugins that don't work with the recycle bin.
