This happens in 3.9 too. And not just on my own server but on a couple of client servers too (in 3.8 and 3.9).
I took a look at the code for this page, the Competencies List page, but it has not changed since 3.5, so something deeper must be going on.
I wonder if someone else can verify this at all.... could be a bug but it seems odd no one has noticed this before - for well over a year ....
