did you get anywhere with this? Only I've just run into the issue, but initially didn't even notice the discrepancy in nations.
I can create a badgr admin account in either US or Europe, but as you rightly point out the Moodle site and I'm using a 3.8 will only point at the US version of Badgr.com not the European one https://eu.badgr.com/ and my backpack is in Europe and I know my learners will be too.
I've just tried to write over the top on the drop down menu but won't accept it.
Ahh you don't need to answer - I've just found it as a bug https://tracker.moodle.org/browse/MDL-66585 in the tracker. I've voted for it now.
