The quiz activity was not marked as completed when a user who was in the manager role taken the quiz. But the user achieved 100% marks in the quiz attempt.
When the same quiz was taken by a student, activity marked as complete.
What should be the reason of not being marked as complete for the user in the manager role?
The Manager role has the capability mod/quiz:preview. Therefore manager users cannot really take the quiz, then can only preview it. Previews do not really count. (Yes, this is a bit confusing.)
If you really want this to work, edit the permissions in the quiz to remove mod/quiz:preview and add mod/quiz:attempt.
