Reset password email stops sending

We repeatedly have students that say that they don't receive the reset password email. They have checked their spam mailboxes and so on.

I tried to test it and I do get the reset password email...
I test it again, and once more I get the email
But the third time, I don't get the email, no matter how many times I try.

I notice then, that after some time, (half an hour or more) if I try to reset again, I get the email. It's like it resets.

Is there some kind of limitation on the smtp, and if, where do you change it? I have looked all over the administration pages.
Or is it something else?
