I've run into this problem before and it has absolutely nothing to do with security, it's about paranoia. Someone has determined that products from the Dark Side are a security risk because of their use of macros or some other usually flimsy or petty excuse. To get around this is an annoyance, and not always successful. Discuss what criteria they use to determine a "security risk". How does that impact on your Moodle? How can you as the developer of a PowerPoint reassure whomever you're dealing with that your product is clean? This can be tedious and they often do not listen. However, sometimes they do.
