I found my issue actually. I ran updates on the Ubuntu server prior to updating. It replaced those two extensions with 7.4 versions which is why they were not being registered. I did a restore on the VM from the last backup and I am up and running.
Make sure if you do updates, you don't update PHP to 7.4, specifically don't remove the 7.3 extensions if you do.
