I request the moodle admins to provide plugins to integrate Speech / Cognitive APIs from Alexa, Google and Microsoft because speech is an essential element for education.

If you are wanting someone to create a plugin to support these devices, then your best bet would be to post on the jobs board ( https://moodle.org/jobs ) or contact a local Moodle Partner for a quote. Either way, you're going to need a developer to handle this, as Moodle admins can only configure existing sites, not create new plugins.
