What is your version of Moodle and in what way is the Restrict access / Activity completion not working? Can you share your settings? You should be able to do this by setting a pass grade for the quiz and then restricting the next assessment using "or" settings to "Complete with a pass" or "Completed microlearning" and then, if they fail the quiz then as long as they complete the microlearning they should have access to the quiz - even though they didn't pass it.
