Did you check that other availability ("Restrict access") conditions do apply to the students? If they do not also, this may be a capabilities issue, and you should check the following one:

Ignore availability restrictions (moodle/course:ignoreavailabilityrestrictions)

I assume that's not the issue in your case, but just to be on the safe side...
