When submitting my answer sheets it stays on evaluation pending and nothing happens.

I have waited about 18 hours.

I added 10 multiple choice questions as a test.

I tried different scan settings, even edited the pdf directly without printing and then uploading it to make sure no printing and scanning issues is causing this.

I don't receive any error messages.

If I remember how this works, you have to execute CRON for the pending evaluation to take place. Do you have cron enabled on your moodle site? and how often does it run?
