The plug in is called Restriction by course completion. I'm not 100% sure that is is what allows my stuff to auto submit but it does allow a restriction to issue only when all completion criteria are met. I have two sites and one had it but the other didn't...it was long enough ago that I don't remember if the issuing changed when I gave the second site the plugin but it seems like maybe it did...
