I couldn't find a Moodle docs install page for WAMP. However the page for XAMP, which is likely to have similar performance, states:
XAMPP is a fully functional web server package. It is built to test web based programs on a personal computer. It is not meant for online access via the web on a production server.
For a medium to large implementation (1 to 20 000 students? ) WAMP may not be the best choice for a production server. Installing a development server on WAMP can help you to learn about Moodle Administration but won't be very useful in learning how to do a production install.
