Enabling course tutors to e-mail Participants

Hello – I have used Moodle for a few years, but I find myself in the situation where I am having to add features to a brand new build of Moodle (without the help of my developer who is away).

I have a brand new install of Moodle (Moodle 3.7.1 (Build: 20190708)) and I run online courses. The course tutors should be able to select all Participants (or just a selection) and then (from the drop down menu) select "Send Message". I actually don't want to send a message but instead to e-mail the Participants using their supplied e-mail addresses in Moodle.

I am at a loss how to set this up – as it doesn't work by default – and would be grateful for any help anyone can offer. I ideally need to get this sorted ASAP as I have courses starting in a couple of days and need to get the tutors e-mailing the Participants prior to this as well.

Forum with forced subscription is the easiest way, optionally using visible or separate groups.

Thanks for your speedy reply. Please see screen shot below – I am only looking for the Course Tutors / Administrators to be able to e-mail delegates on the course. I have always managed to do this by selecting the list of delegates and the select Choose > Send Message. Once the message has been composed, you press send. A message then came up saying something like: "Messaging disabled, e-mails will be sent instead".

I think this is possible to achieve this by tweaking some preferences in Moodle so this would apply to all courses on my Moodle platform – do you know of how this can be achieved? I specifically want to turn OFF Messages and stitch on Email instead.
